I think of "voice" as the voice in my head... the one I'm always trying to censor. The one that has way too much of my mother in it... and at the same time all the comebacks I wish I had thought of in time to use them. It's that inner monologue that flows so well in the shower and then hides when I sit down in front of the keyboard.
This is totally valid way of interpreting "voice" when it comes to writing. I can relate to some of this as well. I think in this case, the goal is to not only silence that negative voice in your head, but replace it with a new one that's built around who you are now. Not who you were.
The part about writing a lot reminds me of Brandon Sanderson's lecture series he did on writing and publishing books (you can find them on YouTube for free!). He mentioned in one of the lectures, I forget which one at the moment, that it is rare for authors to make it big on their first book. He said that he wrote 14 other books before "Mistborn".
Now, he's talking about publishing and the act of writing novels to completion, but I think it speaks to what you said here, as well.
Write write write!!! That's the best strategy for uncovering and honing your voice.

SF is my primary read, but I'm writing paranormal dramedy.
I've been writing a newsletter for 23 years, adding others, which is 34 years. I have my non-fiction voice.
Fiction, though... writing and re-writing my novel it came.
